RoS Product Launch — artl
On 15 December 2009 RoS hosted a Product Launch at Dynamic Earth in Edinburgh. There were video seminars on Automated Registration of Title to Land (artl), Registers Direct (rd), Business Development Products and Future Developments.

KR: For those of you who are not already involved with artl we’ll start the day by asking what is artl. Let’s find out.
KR: Security is a major issue with any system of this kind. So how has that been addressed. The next video will explain.
KR: BT have been our IT partner from the inception of artl and we asked them to tell us a little about the work involved in developing and delivering the system.
KR: So as you have seen, not an easy product to bring to market. The measure of its effectiveness however is felt by those who use it.
artl is used by solicitors firms big and small and by conveyancers and financial institutions alike. Let’s hear from the customers.
Let’s start by hearing from a small firm Inksters.
KR: So you can see the benefits artl delivers for small firms but what about the larger firms of solicitors.
KR: Some specialist conveyancers use artl in a different way. Let’s hear from one of them, Your Conveyancer.
KR: Let’s hear from some lenders about their use of artl.
KR: What use do Local Authorities put artl to. We spoke to some of them.
KR: Finally some comments from the Law Society and the Council of Mortgage Lenders.
KR: So what have we learnt about artl?
Well Andy Smith told us that it provides:
- Paper-free, same day registration.
- The electronic payment of registration fees.
- Electronic processing and collection of Stamp Duty Land Tax.
- Streamlined processes for solicitors, lending institutions, government bodies and the public; and
- The potential for increased efficiency and reduced fees.
We have also heard from those that currently use the system and about the benefits it delivers. But we know we still have a long way to go before the system is in use throughout Scotland. Currently 249 Solicitors Firms, 17 Lenders and 11 Local Authorities are using the artl system. To date over 21,000 applications have been submitted to the Keeper using artl with a property value of over one billion pounds.
RoS believe that artl can have major benefits for its customers and the Scottish economy. artl, as it stands, is not the finished product and we will continue to work with stakeholders and BT to develop and improve it. We are certain however that electronic registration is the way ahead and we will be working to make universal use of the system a reality.
